Iowa Center for the Book Advisory Council Bylaws

The Iowa Center for the Book, a program of the State Library of Iowa, is an affiliate of the Center for the Book in the Library of Congress.

1.  Purpose: The purpose of the Council is to advise the State Librarian on policies, projects, and activities the Iowa Center for the Book can and should undertake to stimulate public interest in books, reading, literacy and libraries.

2.  Membership: The Council has 22 members.
Four members are ex officio:
State Librarian
Member of State Library Commission
Information Specialist, State Library of Iowa
Coordinator, Iowa Center for the Book

Eight members represent named agencies:
Department for the Blind and Physically Handicapped Library
Department of Cultural Affairs
Humanities Iowa
One representative from each of the Regents University Libraries
The University of Iowa Center for the Book
The University of Iowa School of Library and Information Science

Six members represent types of institutions:
Three public library representatives
One publisher or bookstore representative
One school library or AEA media center representative
One college or community college library representative

Four at-large representatives

3. Terms and appointments:
All members (except those ex officio) are three years.Terms begin in the fall of the appointment and expire in the spring of the third year.
The terms of six members expire each year.
Members of the Advisory Council may suggest new members.
Council members are appointed by the State Librarian.
There is no limit to the number of terms a member may serve.

4.  Council Chair:
The Council elects for a two-year term a Chair whose duties are to:
Work with the Coordinator to develop meeting agendas and otherwise act as her/his Resource.
Chair meetings of the Council.
Appoint a Nominating Committee at the fall meeting of the second year of his/her term. At the following spring meeting, the Nominating Committee puts forward the name of a candidate for the Chair who will begin at the end of that meeting.  

5.  Meetings: The Advisory Council meets twice each calendar year, normally in May and September.

6.  Committees and Task Forces: Working committees and task forces of the Advisory Council must include at least one member of the Advisory Council. Working groups are welcome to recruit members who are not Councilors, but all members must be appointed by the State Librarian.
